The scripting docs specifically mention that Bounds is always axis-aligned, but Rects themselves don't seem to have any kind of rotation member either. The two do work a little bit differently - Rect assumes a x,y or min,max coordinate pair while Bounds works from a center and extends outwards - but they still seem to accomplish what is essentially the same thing.
